Cluster 5 has set out to create an inventory of existing policies relating to the social economy and determine what aspects of a policy make it sustainable. Additionally, the cluster will look at how governments evaluate the social economy and will conduct a broad survey to identify what social enterprises believe to be are the important policies that can effectively support the social economy. Regulations and taxation are also key issues in the social economy and researchers will explore what regulation and taxation structures can promote greater involvement of people in the social economy and foster social enterprise development.

Co-lead, Cristine de Clercy, University of Western Ontario (co-applicant), is a political scientist and public policy analyst; she studies leadership, democracy, and federated organizations, and is an expert regarding public opinion polling.
Co-lead, Brendan Reimer, is the Prairies/Northern Territories Regional Coordinator of the Canadian CED Network/la Réseau canadien de DEC (CCEDNet-RCDEC) and is based in Winnipeg, Manitoba.
